OAK311 can only do so much, and Shaft couldn't care less about the flats.

The mess is now huge. Both sides all four corners. Huge piles.
This is unacceptable
There is a but stop there among the filth.
A camera there might be a solution
Also homeless advocates need to help the small encampment there. No sanitation.

It is not good for one's well being/mental health to be constantly subjected to piles of garbage, filth, graffiti, drug dealing, homeless, because you are in the wrong zip code. When your voices are ignored in the halls of power, then you have no alternative than to sue.
NCPC or RAC meetings would be of no assistance.
Use people power, get as many of your neighbors involved. Collect evidence, such as complaint logs, ask for the incident number when you call the non-emergency line, take videos, photos. Send a formal complaint via a FedEx envelope to CM McElhaney, to Mayor Schaff, and the Department of Race and Equity.
