No vehicle at location upon inspection. No code violation

The vehicle remained there for several hours after my report. Later that evening after the vehicle left I found trash and several water bottles on the street where the vehicle had been parked. Then late last night after we went to bed a large black SUV parked outside our house for several minutes. They drove off upon my husband getting up and turning on a light. There’s an ongoing issue of vehicles parking and loitering in the area.
