The next house owner has been constructing in his backyard for more than two weeks, no only the noise the whole day but the lack of privacy is intolerant. Any recommendation you can give me? I do not hold any relationship with them. Thanks so much.

There is nothing which prohibits him from working in his backyard. That's his private property; however, there is a noise ordinance. In residential areas, nobody can emit noises which exceed 55 decibels from 7:00 a.m. to 10:00 p.m. Mondays through Saturdays, and the hours of 9:00 a.m. to 9:00 p.m. Sundays and federal and state holidays. The hours not listed here are considered nighttime hours and the maximum noise level is 45 decibels at night.
Unfortunately, you can't arbitrarily determine that it's too noisy. A sound meter must be used. Our police department has them. If you would like, you can call the police non-emergency phone number at 203-946-6316 and ask them to come to your home with a sound meter. Their availability is not guaranteed. They need to tend to real emergencies first.
I don't understand what you mean about the lack of privacy. Is he coming onto your property? If you're concerned he can see you from his property, the burden is on you to protect your privacy, i.e. close the window curtains and/or construct a fence.
