Who gave the ticket ? Was it a Highway worker or a police officer ?

The ticket was given by a Kingston Public Works employee.

Julie, do you remember the ticket writer's name? That does sound unreasonable and I'm happy to look into it. Was the car impeding a plow truck when the ticket was written?

There is no name on the ticket. The complainant code says NR022. It was a female worker.
The street was completely cleared with no snow plows. We were two houses down finishing up on the clearing of the driveways and sidewalks.

I'll talk to DPW about it, and if that doesn't yield results, I'm happy to accompany you to City Court to challenge the citation.

I got one last year and we only had an inch of snow. I was home sick and they didn't even knock on the door to ask for the car to be moved. The city needs to make money somehow.

Maybe you can tell us what the offense is that is written on the ticket.

Yes, DPW workers are authorized to issue certain types of citations and they should be. This just sounds like a case of overzealousness, particularly if the car was not impeding a plow truck right then and there and the car's owners were plainly visible and could be advised to move the car.

There are way too many landlords and homeowners that do not provide any off street parking.

We should ban all over night on street parking from November to April. (Or charge an annual fee)

Just look at the 4 or 5 unit apartment house on the corner of West Chestnut and Broadway, ZERO OFF STREET PARKING. The tenants park 7 to 10 cars on the street.

No overnight parking would not be fair to the homeowners and renters who do not have a driveway.

I live in an apt in the house on the corner of w.chestnut and i received a 100$ ticket a few weeks ago when we had the storm... i have no relatives that live close and i would love to know where the city of Kingston would like me to put my car ?? So before everyone starts making unfair suggestions .. would you like to park your car on Thomas st and walk back in the storm to w.Chestnut..(with the sidewalks not cleared) .. ??

You are not privileged. You don't own a privileged parcel in a privileged neighborhood in a privileged municipality. Get a video tape recorder with good sound recording next time, every time, all the time.

dpw workers should not be able to write tickets where fines are impossed.i know the kpd is taking a big hit now, but police officers should be the only persons authorized to write tickets.What happens if the dpw guy, while writing a ticket gest in an argumemt . He calls a cop. He should be calling the cop to write the ticket. Your only asking for problems allowing dpw to write tickets.

Same cigarette-smoking-in-a-publically-owned-vehicle, non-seatbelt wearing female employee (who DOESN'T give tickets to fellow city workers, even if they are parked in front of a bank in a "no parking zone") who keeps herself in a job and makes money for the city by stalking city residents for "infractions". I know two people who had the same thing happen to them, married couple, two cars, $200, even when their neighbor ran out to the eager ticket-giver to tell her that he would let them move their cars into his driveway. She said"Too late" and got into her city-owned truck. This was *after* the plows had gone by and the two car owners thought it was safe to park on the street again.

We have had our house on the market, waiting for a lucky buyer so we can move outside of city limits. Or maybe we'll follow the lead of so many others and become landlords. Why should hardworking property owners (who keep their properties orderly and buildings in repair) be treated this way? Agree with you, this IS ridiculous and shameful.

The city of Kingston has long long depended on keeping communication to a minimum, hiding out, making it difficult for citizens to be heard, public offices difficult to get to, incredibly slow to accept technology, with uncommunicative alderpersons to boot.
A $200 fine??? That is huge! And it's mean, and rude and it's stealing.

Alderman Hayes Clement...please post your email address. I plead not guilty to a "snow emergency" parking ticket that was issued on January 12th. When I went to the comptroller's office to submit my paperwork, a lady in the office said, "people have been complaining about the girl issuing tickets only uptown, so now she is going downtown." I'd like this to be nipped in the bud. It is ridiculous! First time we have received a snow emergency ticket and we've owned our house for seven years! Our car was not abandoned, it was cleaned off, the DPW plow came through, cleared "our spot" and we moved our car back to "our spot" and went to work. $100 fine, you've got to be kidding me!

The girl from parking violations is a runt. She should be fired for her snarky attitude. She likes to give everyone tickets even if there were parked there legal. Yet, when she was in an accident last year, she needed help from KPD when she was at fault so she wouldn't get a ticket. What goes around comes around.

These employees don't hire themselves. They don't teach themselves. They do what their management tells them to do...

It should not be about writing tickets for snow bound cars. It should be about finding out why the vehicles there, have the owner move it, or assit in anyway you can. Its about clearing the street, not writing tickets. Sounds like this person just wants to write tickets, not help people that may need it.

I received a ticket on a vehicle I had just registered at the council parking lot opposite the plaza, even though I had the 10 day inspection extension ticket taped to the windshield. I now have to take time off work to go and contest the ticket, with the 10 day extension slip.

It reminds me of the other week when DPW had just posted no parking signs along wall st. They are posted 24 hours BEFORE no parking is allowed however I saw the ticket writer issuing tickets on vehicles that clearly had green markers on the meters. Someone yelled out at her, obviously a friend, and she scrapped issuing his vehicle a ticket. I should have videoed it...hindsight teaches you a lot hey.

These unscrupulous practices should be stopped. Perhaps if KPD actually enforced the law of the roads in Kingston we wouldn't have the need to have nasty overzealous ticketers in this city.

Looking at the KPD blotter, one wonders why they are asking for more staff. New years eve only showed 40 odd calls which shared among 4 cops would mean they are only dealing with 10 calls. Start pulling people over for speeding, or people who run through the red EVERY time at the crossing of Albany/Clinton (push the button, wait for the walk light, then wait for the 3 to 4 cars that ALWAYS run it so they don't have to wait or get squashed) and actually record these crimes and maybe the city can then actually take notice that more resource is required. At the moment, the visibility of what the cops do is really poor and there cannot be any justification for overtime, more staff etc unless there are solid facts and numbers (crime statistics) to prove it.

New Paltz is so privileged, it doesn't snow on the sidewalks or streets there. Nobody has to shovel or snow blow a single flake. They just elect them to the school board.

all tickets issued for parking on city streets can be thrown out
section 390-64 sub section a(6) reads as follows:

"The Department of Public Works shall post signs at the main highway entrances to the City of Kingston advising the general public of the provisions of this section."

Yes, it seems like that is their purpose. How many times have I contacted the authorities just to be told: "Oh, there is nothing we can do." The mayor is doing the best job he can, but there needs to be some kind of accountability for those City employees who hide their poor attitude/ethics behind the screen of Collective Bargaining.

I'm sorry to hear that this happened to you, It's the same in uptown. There is no common sense that goes into giving a ticket with these meter-maids. They give out $100 tickets without considering the situation that is right in front of them. What are we supposed to do when the parking lots and streets aren't' plowed properly. These plow truck driver's are the perfect example of complete incompetence, why can't they plow a at night or early in the morning when it wouldn't inconvenience anyone and allow them to do it right. Why should we suffer with $100 tickets because others CANT DO THEIR JOB CORRECTLY!!!!!

This is absolutely ridiculous that these people are charged for moving their car to snowblow and shovel their driveway. It is not like they left their car overnight. I live in the city of Kingston too, should I bill the city every time they block the end of my driveway that I have cleared or when I am outside shoveling and gesture to the plow to lift up so I do not have to clean again where I already did.
If I did....I would be one wealthy lady!

Everyone that was issued a ticket and plead not guilty should come together. Court is not until April for everyone that plead not guilty to these ridiculous tickets! I need to take personal time from work to go to court in April!

I agree with the homeowners-although I realize that West Chestnut Street is both narrow and hilly, there seems to be a lack of gray matter on the part of the city personnel in this matter.

last year i was ticked on the storm where auto were toed roads were clared by midnight my car was on a clear roarway while snow shoveling i was ticket for sidewalk a inch of snow whereas i keep the snow shoveled and snown blowed this year at court our tickets were reduced fifty dollars the court room was packed with furious taxpayers yet some autos are buried trucks cant get to them or choose not to dig out a auto that is buried.

On Wednesday morning I watched a young wormen on O'Neil St dig her car out. It had obviously been parked the day before and never moved. Why was this car not towed? Is that not the law in Kingston. Snow emergency, get your car off the road or be towed? As one rides around Kingston it is evident this law is not enforced, so why it is enforced for individuals who are simply clearing their driveway and side walks as the law requires. How are the laws enforced in Kingston? It seems if one was to bring a picture of a car that has been been moved off the street for any storm to court the City would have explaining to do as to how tickets are issued.

Personally, I am not at all pleased with the tone from the Mayor and a happy outcome to these problems seems very unlikely, except perhaps through the actions of your alderpersons and if the complaints are found to be objectively and impartially accurate.

Never does he address the valid complaints-people being ticketed for $100 while clearing out their own driveways, nor the fact that they are written haphazardly- there were two cars on my street that stayed parked the entire time, not ticketed and not towed, and it crossed my mind also that the reason was because it was too much of a pain in the neck to get to the snowed in cars.....and I live on fairly well traveled street- a citibus route. (Though my husband just pointed out to me that one of the owners works for the city- go figure)

I totally agree with the streets needing to be cleared during a snow emergency. i do not agree with employees who feel as though they can disregard the rules because they know they can get away with it.

This is what happens when the city hires a revenue agent. Just sit back and think for a second. How many other ways does the city try to get into your wallet/pocket book? Scary.

Paying someone to ride around and write tickets for parking violations is absolutely absurd! In no way can this be cost effective. Why not just call local tow truck operators to tow and impound the vehicles that ACTUALLY impede snow removal. The owners of towed vehicles could be fined and those fines could be collected before their vehicles are released. If the owners choose not to pay the fines their cars could be auctioned off. This policy would generate income for the city and the tow truck operators with little if any cost to the city. If the city needs revenue that bad, a novel idea would be to have the police department start ticketing all those who think stop signs in Kingston are optional ... Of course that would mean that members of the police department actually do policing rather than fleecing.

My husband pleaded not guilty and will be going to court in April. We will see what happens.

the same thing happened to me last year while the wheather alert lifted my car was being toed i was there! shoveling driveway street was cleaned.the ticket was reduced to fifty dollars also i was the only one on rt. 32 that received 100.00 ticket for sidewalk less than a inch same day day after christmast i pleaded still had to pay. the court room was packed with law bidding citizens whereas cars where moved and impound fees involved. ridiculous,yet the roads are a disgrace ive been at mavis for several busted parts too serious not to mention others including my daughter with two flat tires from pot hole Albany ave by cemetary ;'reported on see fix'also her co worker same place.

This is a crime to give these pepole a ticket when they were just sno blowing their driveway....SHAME ON YOU!

The city gave me a summons for not having a gap shoveled thru the snow I think 36 inches , it had just snowed, yet they continue to pick up the trash at 53 Tompkins when the people who live there have moved to Olivebridge in September and drive their trash in every week, we complained , so the husband drives it in unloads it and waits for them to go and them leaves an empty house with a for sale sign , how stupid can then be.

Well citizen k, I completely understand and agree. Seems also there have been under that period of time a slew of issues in that ward, including DPW throwing salt on ice only for it to end up on car paint also. I have seen that and complained but the complainer is seen as the problem. This city is hopeless.

Most of these comments are years old. I don't want to shut down healthy debate, but is it time to shut down this issue? Problems with parking ticket writers abound. I watched a ticket writer standing next to a meter that was counting down - waiting to put a ticket on the car the second the timer ran out. Annoying. But I'm not sure this 6 year old issue is necessary any more.
