I am going out for regular walks for exercise. It seems like as time goes by, I am seeing more and more people walking around without masks.
I don't see many patrols of CPD, but I sure would appreciate more patrols and citations for people violating the mask mandate.
As things are, it leaves people who care about their health (and their lives?) to their own devices to be protected from people who think rules don't apply to them. I don't think it's fair to put residents in a position to confront strangers about a Public Health Issue - doing such things can escalate and become dangerous, especially with people who think the rules don't apply to them! (think of the Amy Cooper debacle - people don't like being told what to do by other people).
Please get more patrol cares out, and/or cops on bikes or on foot.

The ^^above exchange^^ is exactly why it is not safe for ordinary citizens to ask strangers to please put on their masks, as the OP stated. People escalate into rage when anyone suggests they might do something differently for the benefit of someone else besides themselves. And it's exactly why I agree, too, that the CPD should be making more efforts (and ticketing) to correct such selfish and dangerous behavior.
Why do people immediately go one the attack when challenged over reasonable things? We have devolved into a society where entitlement and nastiness are far more prevalent than good manners and civic responsibility.

Well, Dr. Ashish Jha, Director, Harvard Global Health Institute, thinks the WHO may be differentiating between asymptomatic vs pre-symptomatic transmission w/ asymptomatic being rare. However, most people w/ COVID-19 eventually develop symptoms and are pre-symptomatic in the early stages. They are capable of virus shedding.
Just be a good citizen, respect others around you and wear your mask.
