A. Chapter 188-7 of the City code titled Junk Collector's and Pawnshop licenses requires junkyards to be enclosed with a fence eight feet in height. It appears this business has never been compliant. This is an obvious public safety issue!!!

Could it be because the City does business with them?
Seems unfair to all the other businesses that have to be compliant.
