Ben, you have obviously never been to San Francisco. An apparently mentally ill person ranting and raving on the sidewalk is not an emergency here. It is a pretty normal occurrence. I had hoped you guys would connect with the proper social service agency to get help to this person.

If you want to create a watch area for the appropriate social service agency so that they can receive alerts in the future and view the one you have already created, go to "watch issues" and create a watch area for them with their email and keywords like "mentally ill"
