"Individuals without a home are exempt from the restrictions in this Executive Order, and they may move between emergency shelters, drop-in centers, and encampments. if an encampment has reached a size or status that is a documented threat to the health, safety, or security of residents, state or local governments may restrict, limit, or close encampment spaces."

Local and State government is not allowed to do anything about this during the state of emergency. Trash is not a health hazard worth worry during the pandemic.
