Please, please, please Chester City workers or department of Streets, Please drive around the City and remove the sneakers and shoes that hang from some of the city's utility lines. I believe that this signals outsiders or those looking for drugs that they can be purchased in areas where footwear hang from utility lines. This is an eyesore and can be the first step to taking back our streets.

you can call PECO. they are really the proper one's to remove them. I called once and they were out the next day. if there are many, then Chester will have to be patient.

BTW, Bill, that is what it means. I was born and raised in that city and it was a clear indication of what is available for sale. If you don't believe me then try to take a pair down. With no clear indication that you're a city worker or a known resident of that neighborhood you will more than likely be retaliated against right then or later. Then just wait a few hours and another pair will be put back up. Business as usual.
