What time of day does this occur?

Usually after 7-9 pm. I’m just fearful of the children getting hit by traffic since the retaining wall blocks visibility. In all actuality it’s all day on weekends. If traffic patrol sat at this intersection at a distance, there could be many tickets written for violations
