It's definitely not OK to be running red lights and almost knocking over pedestrians, particularly is one of them has a child.
I'm confused as to what you would like done, though. If the NHPD wants to ticket cyclists more heavily, that might help, but it would be fair to increase ticketing of cars and jaywalkers at the same time.
