One can clearly see from satellite imagery that Cleveland Circle used to be a true circle or rotary. From the ground this intersection is extremely confusing and poorly maintained. Traffic control is dysfunctional as one needs to look out for multiple streets, green lines and bicycles while navigating a poorly marked intersection. And the lights still go green even when a green line is entering the intersection. This intersection would be far more functional if it were turned into a rotary with a green or landscaped median. This would still support the needs of the greenline (assuming it's too expensive to give it a detected right of way (it's own lane or an elevated route). Even if converting the intersection to a rotary, it would make sense to have traffic lights that go red to prevent vehicles from entering when a greenline train is entering.
