Scooter the Litter Bug (Rehistradong User)
I've noticed a lot of Street Sewer drains in the downtown area are in the same condition. Must be some preparation for another Harvey style flooding event. The drains I noticed showed leaves near the opening but there are likely bottles, cans, and other trash items beneath. The litter is probably the primary culprit, let's try to keep the litter away from drains!
