railroad crossing stays down until south bound train stops, picks up passengers, leaves, then crosses 90th south. at that point the gates finally open back up.
Maintenance around railroad crossings falls between the owner of the road and the owner of the tracks. The approach to within two feet of the tracks is the responsibility of the road owner. Everything within two feet of the tracks is the responsibility of the railroad owner. There are several railroad companies operating within the state that own crossings, and are responsible for their maintenance. The Federal Railway Administration has a map available to help locating the correct railway owner, FRA - Safety Map. The public can contact them directly to make comments regarding crossing conditions.
