They have removed the fence but planted cactuses and put up signs that say no trespassing

when reported earlier to See Click Fix. They now have put up a no trespassing sign, parked a truck there and planted cactus! The question is does a Pinellas trail bike rider sue Pinellas County or the owner if they crashed into them.
