The sidewalk is not private property and is completely covered in weeds and debris.

What about the tree growing on the sidewalk that is not on their property?

Apologies for the late update. We had a city worker head over. The shrubs are coming from the left and right of tree that are hanging over onto the "sidewalk". These shrubs are coming from the residents yard. Again, we cannot do anything about this because its private property. Letters have been sent. The tree does not have anything hanging onto the sidewalk. Thank you for the notification!
