Description

Observed this morning during heavy rain. New street runoff diversion into infiltration basin is not working. 90% of the water is shooting past the inlet and most is captured in the regular drain downslope. The only water in the infiltration basin appears to be from direct rainfall or runoff from the banks (which are eroding)
