Is this Public Works issue to resolve - or a licensing issue- or Economic development? People need these Covid tests and Carewell is doing them when the city is backing off them- can't the city work with Carewell to lend them the stanchions to set up a proper queue in their parking lot?

Can't they text these people when they are ready to test them rather than have them wait in line? Have them set up some outside, socially-distanced seating in their parking lot and text them as they're ready for to be tested? Off the sidewalk, problem solved.
