Have you contacted the business to ask about this?
So many businesses struggling during COVID that might be a kinder, nicer place to start as there are probably employees who depend on that income.

Eh, that sign seems pretty out of the way. It isn't obstructing the path.
It's a city, lots of people live here, lots of businesses operate here. It's a pretty innocuous sign for a small business.
Given the original poster couldn't make a minimal effort to contact the business directly, this seems more like someone who just wants to complain to complain. Hope the city wastes zero public employee hours on this.
