Unmarked police car gave a ticket to a woman for not having proper lighting. 9:30pm 2/17/11. 3rd Ave and 5th in Prospect Park Brooklyn. This area sees like a hot zone for the 78th precincts ticket blitz. Cyclists, avoid 5th ave. Use 3rd ave or the Prospect Park West bike path.
