After clearing up some confusion about whose jurisdiction Willowbrook and Rockton roads fall under (South Beloit and W. County respectively) I've learned that jurisdiction doesn't much matter when it comes to road buckles because there's nothing to do but wait them out. The buckles near the Willowbrook and Rockton intersection are part of a larger problem caused by spring. As the weather warms up, water seeps underneath the roads and when the weather suddenly drops, as it has been all month, the water turns to frost causing the pavement to rise at the point where two slabs meet, according to Roscoe Superintendent Rick Bates.
As the temperatures start to rise, the buckles will naturally fall, Bates said.
