Foul smell coming from neighbor's yard. Upon inspection it seemed to come from the bucket as shown in the picture.
Please have the owner (I don't believe he lives there) to address the issue. The issue with garbages has been an reoccurring issue with this property.

How long does the property owner have to resolve this? As of Monday morning it is still there.
Attached is a picture taken from yesterday. Looks like someone might have put some paper in there and that's about all that's been done.

As far as I can tell, there wasn't any real cleaning. All that was done was to have the bucket sit up-right and have the cover put back. It was leaning against my fence so I moved it away.
Anyways, since the rain washed away whatever was there, it's fine for now.
