This is a recurring problem that Mayor Nutter, SEPTA, Councilman Jones, etc. choose to ignore. They didn't even care about a blind guy trying to get to work via the R6 (see the link below) despite a front-page article in the Inky.
Here is an archived SeeClickFix on the same problem: http://www.seeclickfix.com/issues/8523

The sidewalk has recently been partially cleared (again) by a volunteer member of the Bike Coalition. But this issue should not be closed – the city needs to completely clean up the sidewalk.
With the closing of the Kelly Drive sidewalk path, this area has become even more dangerous. To add insult to injury (and there will be injuries), the traffic lights at Ridge and Main have frequently been flashing red, but most motor vehicles have been proceeding right through the flashing red without stopping. Pedestrians trying to cross Ridge are out of luck!
The following three issues are related to this one:

01/17/2016 – it's years later and the danger to pedestrians still exists. Last fall, some of the vegetation on the hill was cleared off, but the sidewalk was never touched. A volunteer from the biking community celebrated MLK Jr. Day early by trying to clear off the sidewalk.
Will it take a pedestrian fatality to finally address this problem?
Here's a link to a front-page Inky article from 2008 that mentions this problem -
