So PWD and the City of Oakland have taken the same approach with storm drains that they have using see click fix. They have a adopt a storm drain or several program. You get to keep all the crap off the top of the grate and when it gets clogged with trash and debris you report it. Some times PWD even comes when you complain and cleans them out.

There is a man who stops in 88th and b street every night to drop off open cans of cat food to stray cats and then drops the cans in the sewage grate hole. He is contributing to this every day.

These are storm drains the go to the streams and watershed and then to the bay. We do not need cat food cats going into the environment. This guy is also feeding the rats, raccoons and opossums besides the cats
