Damaged pole being held up with wire to a new pole. Obviously there is a danger of this and many other poles in Huntsville being held up the same way yet the city does nothing about resolving the problem - why not?

Is the city ever going to come up with a policy/ordinance for dealing with AT&T, WOW, Comcast and the other telecom companies that do business in Huntsville? The only way these companies will ever do the work is to have a financial penalty assessed them, otherwise why would they bother to do anything that costs them time and money?
