The city doesn't handle water leaks. If it is on the county side of the water meter, it should be reported to DeKalb Watershed: (770) 270-6243 or dekalbwaterops@dekalbcountyga.gov. See https://www.dekalbcountyga.gov/watershed-management/watershed-management
If it is coming from the homeowners side of the water meter, they will need to contact a plumber.
