I'm sure you've done this in another post, but could you repeat what the precise nature of the complaints you've lodged with the city is -- meaning, have they been only illegal dumping complaints under §548 (see §548-3 B, §548-4 & §548-9 (which lists offences and penalties): http://www.toronto.ca/legdocs/municode/1184_548.pdf )? If so, I might have an idea for a second approach -- which could also turn out to be useless, of course, but might be worth a try.
Ticketing this guy doesn't work. When he is caught and fined, he pays... that's his authorization to continue dumping garbage others put out for collection.

Then have a look at §844-25, which sets out the penalties: maximum $10,000 fine for the first offence and maximum $25,000 for subsequent offences. So, presuming you can get the city to bite, what if the judge, for example, assessed a fine of %10 of those maxes for the first and second offences, and then began ratcheting it up from there as he or she gets increasingly annoyed at GG's failure to comply. He couldn't afford to keep it up.
Looks worth a try to me: forget about tickets for dumping: contact 311 and specify that you want to lodge complaints under §844-23, subsection B and also C of the Code. You've got pictures and have been keeping detailed records of the offences. Tell them you're willing to testify in court. If they try to blow you off, insist. I'm not sure how much discretion they have to refuse to act on your complaint: that could be a problem. But if you push I'm sure the logjam breaks at some point. I can give you the contact info for the Enforcement Coordinator of Municipal Licensing and Standards.

I would do this myself in a heartbeat if I had actually seen any on this stuff taking place. In fact, I have no problem filing the complaint, but I'd be reporting the information second-hand, which is going to be less effective. But if you prefer, and if you're willing to be a witness and you're comfortable giving me your contact info, I'll tie the whole thing up in a bow and drop it in by-law's lap, see what happens.
Or if you're tiring of the whole thing, I could write up the complaint and you can submit it yourself, adding your contact details. Even at a distance, I find this guy's behaviour maddening, and the idea of putting the squeeze on him so he has to stop is really appealing. Don't wanna go all Captain Canada, but you'd be doing a public service, citizen :)
You've already done a ton for your neighbourhood so far, between the SeeClickFix reports, persistently pestering the city, Hydro & Food Basics until they at least did *something*, returning the buggies yourself, and actually, yuck, cleaning up the mess yourself too. All this work shows you're obviously highly motivated to put a stop to this: OK, here's another tool; just try it out!

Clearing room for new year of complaints against "Garnage Guy". Just seems ironic and counterproductive that as Toronto is preparing for a public spring clean-up, (OCD challenged Garbage Guy) continues to remove the garbage form it's proper place and redistribute it in improper places around the neighbourhood. Nobody seems to be able to do anything about this man. not his family, his neighbours his condo management board, Hydro, TFS, ML&S, By-law enforcement, waste enforcement, mayor office, cops, you name it.
The authorities claim he may be mentally challenged because "...what normal person would do that?..." But when he is confronted by his neighbours, he covers his face, grabs and sometimes waves a weapon (broken branch, hockey stick, broom handle, umbrella, baseball bat, whatever he finds in the garbage). And he has lots to say about how everyone is picking on him. How we should "...mind your own business...$&@@&$?!//..." And so on. He is sneaky and coherent enough to avoid the authorities. Funny how that is!
What about us? Do we not have rights? To live in a clean, rodent, vermin free environment? Why do we have to put up with his disrespectful behaviour from our neighbour?....just sayin' ...
