Have you spoken to the property owner? If it's town property, have you reported this directly to the town?

588 Chapel Road is in South Windsor. There is a property card for that and other properties in that development. However, across Chapel on the south side there is a large piece of property (just like you said) that appears to be ownerless in the GIS system. It's the I-291 corridor. So the state likely owns it but I don't know who has jurisdiction in terms of law enforcement.

I stopped by Chapel Road today. While I have seen worse, the access road is ... way too accessible. That's only going to get worse unless someone blocks the path. Aside from all the yard waste near the road, there are piles and piles of asphalt shingles back there, other construction waste, some sort of rusting fuel tank, and what appear to be a few old cars and major appliances. There's also been a lot of trees cut down -- and left to rot! What a waste. I saw some old fireworks debris as well.
I can only image what else is lurking below the fresh layer of leaves as well.
Serious mess back there, Skip. I have to wonder who's been dumping all that stuff. The path heads westerly toward the commercial/industrial properties as well, so I'm wondering if they have easy access.
Aside from the eyesore issues for residential properties across Chapel Road, I think there's some wetlands back there that I'm concerned about.
I made a call to South Windsor Town Hall today to figure out who owns the parcel, but haven't heard back.

I've googled Jillson Farms Associates and found only three references - one on SeeClickFix above, and two on SouthWindsor.org. No contact info... I'm wondering now if the company even exists. Someone's responsible for the property, but it's a puzzle. I'll get back to you.
In the meantime, Skip, the town zoning enforcement officer or maybe the wetlands officer may be a good source. Have you spoken to either?
