Owners are parking their car on their back patio, accessed off of 12th Street, and have put up no parking/tow signs to keep people from parking on the street and blocking their access. Is this a legal parking space? There is no curb cut and they are required to drive across a 12' heavily used sidewalk to pull their car in/out.
