Standing water is now very dangerous icy patch. Almost impossible to get across icy patch to enter car, especially children. If it is legal for homeowner at 4313 to dump water from house to street (via pipe that discharges huge amounts of water several times an hour such that water never dries up) then drainage in street MUST be improved. Entire South side of Stuart Ave east of 4313 is affected.

3/15/2014 - Service Review Richmond Stormwater Mgmt Team noted 1/7/2014 11:30:16 AM AN ASSESSMENT WAS MADE AT THE REQUESTED LOCATION. THERE WAS A PVC PIPE 2" IN DIAMETER THAT APPEAR WATER WAS DRAINING FROM THE PROPERTY OF 4313 STUART AVE. THERE WAS LEAVES PILED ON THE STREET AND THERE WERE LEAVES IN THE GUTTER PAN THAT WAS CAUSING A DRAINAGE RESTRICTION AT THE REQUESTED LOCATION. THERE WAS A DRAINAGE RESTRICTION AT THE ADDRESSES 4313 TO 4305 STUART AVE. 3 STORM INLETS WAS CLEANED 12/28/13. AFTER THE LEAVES ARE COLLECTED BY DPW THE DRAINAGE SHOULD IMPROVE.
