The city isn't going to do anything about it. HPD does the best it can but its hands are tied and while the mayor insists they have the right to be on the streets there is no incentive (or funding) to find housing for the few who would accept it. Midtown has become a ghetto slum.

Tag them (like how they tag whales/sharks). Record each time they have been told to move out of the area, and if they’ve been warned over 5 times, an escalation of charges should occur. I don’t know if they Can do that though..
