Is the City of Raleigh going to have an education plan to explain to motorists the rules of the new HAWK traffic signal on Hillsborough Street at the YMCA? The solid yellow, the flashing yellows, the flashing reds and the solid reds, lack of a green light are going to be confusing. Is this the first one in Raleigh? Just a couple of blocks up the street at Mayo the crosswalk maintains the regular style traffic light.

When the MUTCD fully adopts a traffic control device, FHWA has done enough testing and research to where they believe the device is intuitive enough for the public to understand. They have been deployed and active in the City of Raleigh over 10 years with great success.
