When arriving east bound to intersection from Jenkins Rd and turning left (north bound) onto Capital Blvd, a left turn greenlight signal is not given at times. (The light remains red) This is most common early in the morning and only seems to occur when no other cars are waiting to go straight trough, On 12-30 I waited 3 light cycles before driving through the malfuncationing signal. This issue has existed for 3+ years and has been reported on other occasions. Please have someone from traffic engineering contact me.
