That doesn't look like graffiti. It appears to be some kind of memorial.

Roger that, Jane. Thanks for respecting our military. I'm pretty sure the painted lettering on that stone was in reference to the 1st Infantry of our country's Army, and to be totally honest, the folks who painted on that stone failed to coordinate with our community to ensure all memorials are properly dedicated.
