Do you have an email address for the police chief and/or traffic enforcement lieutenant in Torrington?
In some cities, they have set up "watch areas" and get notified immediately when issues like this are reported by citizens. It's a good way to get problems addressed immediately.

There's been quite a few accidents this summer ALONE at this intersection. And i can't even tell you how many times i'm glad that i stop fully and look both ways(I live on culvert)because if i hadn't on my little motorcycle, i'd be dead. People just don't stop, particularly when they're coming down High St from Church St/Patco.
This intersection and the intersection of Washington Ave/Culvert Street are INSANELY dangerous, and worse off, the city knows about it. Trust me, the Neighborhood Watch from the area makes damn sure about that. And nothing is done. It's going to cost the town and taxpayers in the end , quit a bit more than some occasional enforcement or a new stop sign...
