If you click "Notify Watcher" under City of Richardson at right, the city should receive an email. You could also try calling in to ask them who the best person is. From there, you or they could probably post information about who is the best person to call.
You could also find the telephone number for the local utility, if they are responsible, and post it here for people to call in.
Once we figure out who is responsible for the lights here, a watch area can be set up so that they are instantly notified the next time there is a problem.
