Thank you for contacting Pima County Department of Transportation. We are closing this request in our SeeClickFix system. Below, I have included a copy of the message I sent you on October 27, 2020.
Pima County completed the La Cañada – River Road to Ina Road roadway project in 2015. The project, among other improvements, expanded La Cañada Drive from two to four lanes with a raised median, used rubberized pavement for noise mititagtion, and added drainage improvements, including construction of a two-cell, 10-foot by 4-foot box culvert to carry water flow from the South Citrus Wash under La Cañada Drive to the channel north of Rudasill Road. Before construction, Pima County completed a noise barrier evaluation for consistency with the Pima County Noise Barrier Procedure. This evaluation determined that adding a noise barrier to the section in front of your property, La Cañada north of Rudasill, exceeded the cost per benefitted unit. The determination was, therefore, made to forego construction of a sound barrier along this road segment.
We forwarded your request for a small wall near the rip rap on the drainage structure to prevent flooding to the Pima County Flood Control District. The Flood Control District strongly advises against constructing any type of a diversion, such as a wall, for flood control purposes. Based on the drainage report for the culvert project bordering your property, the 100-year flows will not encroach on the property outside of the designated easement.
We also forwarded you inquiry regarding safety measures along the drainage structure bordering your property to our traffic studies division for analysis. The findings from this analysis are pending. It, however, would be unusual for the county to install a safety barrier on private property for the benefit of a single property. Finally, the county does not provide property surveying services for individual property owners.
On October 27, 2020 I emailed you a copy of the Final Environmental Assessment and Mitigation Report for the La Cañada roadway project, if you would like to review more details regarding the analysis that went into the project.
