In response to your request, we do not typically utilize STOP signs as traffic calming measures because they have been proven ineffective at reducing speeds on a given street and can often result in motorists running STOP signs. In fact, the Institute of Transportation Engineers (or ITE), states the following:
“Numerous studies have shown that stop signs are relatively ineffective as a speed control measure, except within 150 feet of the intersection. At the point of installation, speeds are reduced, but the effect on traffic approaching or leaving the stop-controlled intersection is negligible. In fact, some motorists actually increase their speed to make up for the “inconvenience” of stopping or disregard the stop signs. Studies show that more than 50% do not stop.”
However, the City of Hoover does have a Neighborhood Traffic Calming Policy and a process in place to determine if speed calming devices are warranted. If you will provide your email we will be happy to send the information that describes the process and the steps a citizen (or HOA) must complete in order for the City to conduct a traffic calming study.
In addition, we have requested that the Hoover Police Department have an officer monitor this intersection during periods of heavy traffic flow.
Let me know if you have any questions or would like to receive the information regarding traffic calming devices. Please send your email contact to john.anthony@hooveralabama.gov and thanks for your concern as we appreciate being made aware of any safety issue(s) in our City.
