Possibly leaving the bars?

Revving engines, speeding at literally 60-70 miles per hour down Chapel, making large amounts of noise and narrowly avoiding running over pedestrians.

Could be fairly straightforward to set up a detail and fine them for reckless endangerment, speeding, noise, etc.
