Description
On the south west corner of 23rd and Chestnut there is a large ditch which fills the bicycle lane and beyond. Extremely dangerous, and an urgent problem, as bicycles must swerve in to traffic to avoid the huge hole.

In the meantime, forwarding this issue to your local elected official can also help.
Some officials in Philly are actively monitoring their districts so they can step in and help take action, but most of them don't know about this technology yet.
