The city council has told the Raleigh Police Department to not enforce the noise ordinances. There is a thumping bass coming from the Bodi nightclub at 310 S West Street. After speaking with two officers on site at Bodi at 3am (they said they had to report it to their sergeant who handled noise complaints), then calling in another complaint at 3:30am, and calling again at 5:15am. I spoke with the sergeant at 5:20am and found out why it was still going on. According to him, he was instructed by the Raleigh city council not to enforce the noise ordinances while they are being reviewed.
I wouldn't care how late they play if they would just turn the base down.

I spoke to an officer about this same noise issue a couple of months ago after I called in a complaint at 5:00 am. This club now operates as a gentleman's club from 2:00 am to 6:00 am, Thurs.-Sun. By the time he came on duty and was given the complaint, the club was finally closed (6:00 am). He told me that the owners simply pay the fines when they are cited, and that they just consider the fines as a cost of doing business. It seems as though the citations are ineffective. The officer suggested that I enter a See Click Fix complaint whenever I am bothered (and if you notice litter on the sidewalks from the club, which is also a frequent occurrence), but See Click Fix always refers me back to the police department.
The city needs to re-evaluate penalties for businesses that are repeat offenders of the noise ordinance when residents are affected. Maybe a higher fee and three-strikes and your business license is revoked type of penalty (when residential areas are being impacted by the noise) would provide incentive to a business owner to invest in sound insulation if they choose to operate near a residential area..

Just spoke to a RPD sergeant who said that 1.5 years ago they got 4 convictions on noise complaints. The matter was then referred to zoning who could have shut them down but instead decided to take no action.
I decided to google the place to see if it is a strip club. What came up was that since the club's previous noise convictions:
"According to police records, officers have been called to the club about 110 times in the last year." - WRAL
Also since then there have been two attempted murders where people were shot at the club and the people charged were employees of Bodi.
Seriously? The city government had the opportunity to shut this place down and took no action? I just wanted them to turn the bass down but clearly this place goes beyond that.
Who is the "Downtown District Station" this sounds like the RPD. The RPD seems to be doing all that they can and this isn't a police issue this is a city council/zoning issue.

Per Raleigh Police: The Raleigh Police Department (Downtown District) will continue to monitor this location for noise and other violations. A complainant in this matter has been contacted to gather further information. The owner of this establishment has also been contacted to discuss this situation. A review of this incident will be conducted to determine if enforcement action is appropriate.
The amplified noise process is currently being reviewed and a report on suggested improvements will be provided to the Law and Public Safety Committee. Raleigh Police Officers will continue to respond to noise violations and conduct enforcement activity if appropriate in the situation. The Police Department is also working closely with other law enforcement agencies to address concerns such as alcohol violations and violence associated with this establishment.
