Car drive really fast down this stretch of Livingston and it's really uncomfortable to bike on. Could the city put a protected bike lane next to the park instead of the currently underutilized on street parking?

I'd argue that the street parking is not "underutilized." Today is a cold and rainy day - not a good example. On nicer days, both sides of the street are often packed with the cars of people who are visiting the park.
Speeding, however, is definitely an issue, and when parked cars line both sides of the street, the street is not wide enough for two opposing lanes of car traffic.
