Philly 311 would be happy to process your request but this problem needs to be taken care of by - If a vehicle is observed to be running its engine while stationary refer caller to Air Management Services at 215-685-7580 if the vehicle is a bus, large commerical truck or construction equipment.
All other vehicles, (cars, pickup trucks, vans, motorcycles, etc.), refer the caller to the Police Department or Parking Authority.

If a bus, large commercial truck or construction equipment is observed to be running its engine while stationary, please contact the Air Management Services Unit at 215-685-7580.
All other vehicles, (cars, pickup trucks, vans, motorcycles, etc.), please report them to the Police Department at 911. Thank you. (mb)
