Some lady shows up everyday to feed stray cats and daily there are as many as a dozen cats that roam this area waiting for the lady to show up. Stray cats bring diseases and such. They are unsanitary.

Section 1 Chapter 10 of the Haltom City Code states. Article 1.General 10-2 states:
HARBORING: The act of keeping and caring for an animal or of providing a
premise to which the animal returns for food, shelter, or care for a period of ten
(10) days or longer.
Lets see 1 stray cat = 3 to 6 kittens= .....6 kittens = 36 more possible kittens. I think we all get the picture. Harboring means ownership I think that makes her legally responsible for neutering as well as shots.
The key word is stray. I' found a stray tiny kitten left to die, as soon as she was old enough I took her in to be neutered. I don't like finding these baby kittens crying and half starved because something happened to the mother. Nor do I like taking them to the pound. I think we have roaming laws for cats in HC.
You need a license plate number with a photo perhaps of this.

Neither actually. I just hate irresponsible people making animals suffer due to their neglect.
Note:
A woman who claimed a charitable deduction for taking care of 70 stray cats won her case against the IRS.
But I still think they should all be confined and neutered.
