Well, I'm not sure why a report would be closed when the task is not completed. This one sure isn't. The same car I noticed before Christmas and reported on January 17 is still upfront, still in its same spot, still covered with snow.

Why? The car has still not been ticketed or towed since first reported by me on 1/17. It's still there. This is the second time this report has been closed by the city with no action taken.

Change back to open. Again. The car, there since part to Christmas, and first reported January 17 is still there. Why would the city close an unremedied ticket, and why again ? Is there no oversight? Does anyone actually even monitor these tickets?
