Judging from the picture the jagged edges are from the male portion of the pipe cap which is turned upside down. If I am in the area I'll try to remove the cap, flip it over, and replace it. I suggest anyone do the same if they beat me to it.

I've referred this to our Public Utilities Department. When the staff has had a chance to respond I’ll post an update. Thanks for reporting.

no, its a HOLE not a cap.
