Air quality in the city of New Haven is deplorable and has a severe impact on the health and quality of life of our residents. Despite the fact that New Haven already hosts more than its fair share of air polluting facilities, PSEG, the utility company who owns and operates Harbor Station, is seeking to build three new units as peaking power plants to be used when energy demand exceeds base-load supply. These plants will add pollution to our air in days when air quality is already at its worst: long hot sunny days when demand is high due to air conditioning and other uses. However, a net reduction in polluting emissions can be achieved from the site: the existing Harbor Station plant (Unit 1) runs primarily on oil. The three proposed, more modern, gas-fueled turbines are state-of-the art and run much more cleanly and efficiently than Unit 1. In addition, because of a new environmental justice law, the company has been talking to the city about a community benefits agreement that would address the true impact of their activities on our community.
