Roads in the unincorporated area of the county are either public or private. In all North Carolina counties, public roads in unincorporated areas are maintained by the North Carolina Department of Transportation. The exception is private roads that have not been handed over to the NCDOT. These roads are maintained by the owner, subdivision or Home Owners Association. To contact the NCDOT please call 341-0500.
Within the Wilmington City limits, the Streets Maintenance Division usually maintains the roads. Their phone number is 341-7879.

A subdivision can petition the state for a road to be included in the state road system. A state road petition form would need to be submitted to the local NCDOT office at 124 Division Drive, Wilmington, NC 28401. Phone: 910-341-0500.
