This person and their carts have been around JLA for the last few days. They have been leaving their carts in the street or on the sidewalks. What can be done about this?

This person has been in the area since early November 2013. Area residents need a solution.

Agreed. This morning the person was half-clothed and bathing in the street. I get we live in a city, but out-of-control encampments really aren't something I want to dodge during my morning commute.

I have repeatedly asked the mayor what her plan is, but have received no reply. I will start asked what her opponents have to say.
