Parking on the public way is available for all to share and use on a first come first served basis. Shoveling your car out is necessary to get it out when you had the ability to use one of those public spot during a storm. It doesn't create any additional right to use the spot on an ongoing basis. That simply would be nothing short of chaos to allow that.
